Because yardwork. Hosed some bolts down with pb blaster and unscrewed the nuts that hold that springs to the frame. I believe these are the shackles? I couldn't get the bolt to twist and hitting it with my little sledge didn't convince it to move. I'm note sure if I need more force or I'm doing it wrong.
Also, here is a picture of a squid on a ranger I took yesterday.

Some shackles have a threaded side, thus to keep the axial relation of one shackle correct to the other (parallel), and to keep width correct. The nuts are just a lock on that in those cases. Odds are pretty good the only guaranteed "safe" way to get the shackle bolts loose is with an impact wrench after generous extra PB. In some cases, the bushing can seize to the bolt and make that difficult - on Landies, I've had to set rubber bushings on fire with a torch and burn them out before.

Burn the bushings. Replace them.
Odds are the bolts that go through them, or sleeves if it has those, have seized to the rubber and that's why they won't turn.
